Intelligent power control is a necessary feature on the thunderbolt certification, you can not disable it. You can disable the disk power down feature in Mac setting to avoid disks spin down. Mac has power manager command 'pmset' which avoids disk power down when system sleep. For example, in terminal console, execute 'sudo pmset disksleep 0' will keep disks on when sleep.
